ESEC and PVD Drilling Division Sign MOU to Promote Strategic Cooperation in Rig Restart and Upgrade

On March 11, 2026, East Sea Environmental Energy Company Limited (ESEC) and the Drilling Operation Division of PetroVietnam Drilling & Well Services Corporation – PVD Drilling Division (PVD DD) officially signed a Memorandum of Understanding (MoU) to establish a cooperation framework for repair, upgrade, refurbishment, and restart services for rigs within the PV Drilling fleet. This cooperation takes place in the context of rapidly increasing exploration and development drilling activities in Vietnam and across Southeast Asia. The signing ceremony marks an important milestone in strengthening the long-term strategic partnership between the two organizations.

The Drilling Operation Division of PetroVietnam Drilling & Well Services Corporation (PVD Drilling Division – PVD DD) is a unit under PV Drilling, responsible for the management, operation, and administration of PV Drilling’s rigs. With a team of experienced engineers and specialists together with an internationally standardized operational management system, PVD DD plays a vital role in delivering safe, efficient, and reliable drilling services to the oil and gas industry in Vietnam and the region.

East Sea Environmental Energy Company Limited (ESEC) provides engineering and technology solutions in electrical infrastructure, automation, digitalization, and energy management for industrial sectors in Vietnam. With a team of experienced engineers and proven project implementation capabilities, ESEC has participated in the design, integration, and deployment of control and drive systems for numerous oil and gas projects, contributing to improved operational efficiency, reliability, and safety for critical equipment systems.

A Partnership Built on Proven Technical Capability

The Memorandum of Understanding is based on ESEC’s technical capability, which has been proven in practice through more than a decade of cooperation with PVD Drilling Division, particularly through the successful restart of the PV DRILLING VIII jack-up rig. The project was completed safely, on schedule, and in full compliance with the technical objectives, thereby affirming the capability of Vietnamese engineers to master complex and specialized technologies in the drilling and oil and gas sector.

The PV DRILLING VIII project also represents a significant milestone as it marks the first time a jack-up rig restart project has been carried out entirely by Vietnamese engineers, including ESEC, demonstrating the capability to master drive and control systems in offshore drilling operations.

Because of these distinctive aspects of the project, this meeting was not only a formal signing ceremony but also an opportunity for both parties to reflect on and share the journey of restarting and upgrading the PV DRILLING VIII rig, laying the foundation for future rig upgrade, repair, and restart projects.

Recognizing the outstanding achievements of this project, during the signing ceremony Mr. Lai Hoang Anh, Director of PVD Drilling Division, presented ESEC with a Certificate of Excellent Project Completion in recognition of the dedicated efforts and contributions throughout the project.

A New Step Forward for Vietnam’s Oil and Gas Technical Service Capability
